Fraunhofer HHI and C-DOT Launch Cooperation for the Future of Telecommunications

March 7, 2025

The Centre for Development of Telematics (C-DOT), a research institution of the Indian government, and the Fraunhofer Heinrich-Hertz-Institut (HHI) in Berlin are laying the foundations for close international cooperation. With the signing of a Memorandum of Understanding (MoU), both partners confirmed their intention to work together on innovative solutions in the fields of quantum communication, 5G/6G mobile communication, artificial intelligence, and immersive media communication.

The dynamic developments in the global telecommunications sector require the continuous adaptation of technologies to meet growing demands—from data security and network integration to the efficient use of new communication standards. Consequently, international cooperation plays a key role in leveraging synergies, overcoming challenges together, and transforming research breakthroughs into real-world solutions.

Within the framework of their collaboration, the partners have planned concrete projects, including the development of integrated photonic circuits (PICs), one of Fraunhofer HHI’s core focus areas. The institute operates cleanrooms and laboratories where the entire production cycle of PICs is carried out in-house. Additionally, the partners will work together in the fields of security-focused hardware modules, network optimization through simulation models, and AI-based applications for smart cities and digital agriculture.

At the MoU signing ceremony, experts from Fraunhofer HHI presented hands-on demonstrations of innovative approaches in sub-THz communication, photonics, and immersive video communication.

The Indian delegation, led by Dr. Neeraj Mittal, Secretary of the Department of Telecommunications, underscored the Indian government's commitment to international research partnerships. The delegation was further complemented by additional high-ranking government representatives, including Dr. Rajkumar Upadhyay, CEO of C-DOT, as well as other senior officials from the Department of Telecommunications and experts from the Indian Embassy, who together laid the foundation for closer bilateral cooperation.

This cooperation marks an important step towards a future-oriented, globally connected research landscape in telecommunications.
